ISIP Kerr McGee Spar Project
ABS Consulting has been involved with most of the spars
installed in the GOM including the first. The first unit
installed has now been operating successfully for approximately
6 years.

A novel concept at the time of its conception, the design,
performance and operation of the asset would set precedence
for all subsequent spar assets. Notwithstanding the uniqueness
of its design, the regulatory performance criteria (both
class and USCG) against which it would be measured was
not clearly defined. As is often the case, the criteria
selected were drawn from existing regulations which were
interpreted to fit such a design and as such are not always
accurate, applicable or useful. The initial ISIP prepared
for this type asset was at best a 'judgment' as to the
performance criteria that would likely need to be addressed.
Over the course of time, it became clear that many of these
aforementioned issues arose and additional 'gray areas'
within the regulation and plan were identified. ABS Consulting
was contracted by our client not only to revamp the initial
ISIP of this spar asset, but also to develop a more effective
inspection program that would offer:

Clarification of the inspection requirements to meet
regulatory body needs.

Clearer specification of the items that required inspection.

Confirm that critical inspections were identified.

Provide more effective use of inspection resources.

Improve execution/control of the inspection.

Improve the data collection and reporting process.

Support safety initiatives.
-
Improve liaison with the regulatory bodies.
