ABS Consulting Helps Companies Meet New DHS Regulation
DHS Releases Chemical List, Starting Clock for Industry Submissions

The U.S. Department of Homeland Security (DHS) released Appendix A to its Chemical Facility Anti-Terrorism Standards (Title 6 CFR Part 27) on November 2, 2007. Appendix A contains a list of approximately 300 chemicals and associated "screening threshold quantities." If a facility possesses a specified quantity or more of a listed chemical, the facility must register online with DHS and submit an online consequence assessment (i.e. a Top-Screen submission).

Every facility with threshold quantities of one or more Appendix A chemicals must complete a facility registration and Top-Screen assessment within 60 days from the November 20th release date for Appendix A list. 

The Top-Screen assessment will allow DHS to make a preliminary determination as to whether or not a facility presents a security risk that requires further action under the regulation. Operators of these facilities will either be informed they have no additional requirements (i.e. are considered low risk) or will be placed in one of four risk tiers and will have to submit additional assessments and plans based on the facility tier assignment.
